Development of the City and the Environment (A-SHELTER)
A - Agriculture & Veterinary
The city government of Tabuk allotted 137,972,276 pesos for agricultural projects. These projects include irrigation and post-harvest facilities in varying stages of completion.
The city, led by mayor Darwin, donated 13 pieces of farm machinery to a farmer's association. They also distributed 45,000 fingerlings and 1,000 heads of various breeds of poultries.
S - Social Services
Supporting peace and order, the mayor turned over four mobile patrol cars to PNP. In addition, two pickup trucks and one van were given the following months. Moreover, he donated his personal SUV to the PNP.
The city government of Tabuk procured ten units of ambulances for the community on medical and rescue support.
During mayor Darwin's first term as mayor. the city government of Tabuk employed 465 deserving students to work under the Special Program for Employment of Students (SPES). And 100 youths work under the Government Internship Program (GIP). Moreover, 1,375 individuals benefited from the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers(TUPAD).
During the pandemic, procurement of PPEs and other equipment supported 560 front-liners. 350 from ECQ to GCQ and 210 during the MGCQ. Other necessities provided were hazard pay and SRA, medical equipment, foods, and other expenses for reagents, test kits, viral transport media, and other medical tests related to COVID-19.
DOH stated, "𝗡𝗮𝗽𝗮𝗸𝗮𝗴𝗮𝗻𝗱𝗮𝗻𝗴 𝗲𝘅𝗮𝗺𝗽𝗹𝗲 𝗻𝗴 𝗹𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽" in their article "Congratulations Kalinga". When Tabuk opened its RT-PCR molecular laboratory, it earned praise from DOH Assistant Secretary Nestor Santiago Jr. This laboratory helped the people of Tabuk and its neighboring municipalities faster and more conveniently.

Tabuk City government built a state-of-the-art isolation facility at Agbannawag worth 25 million pesos. In addition, 20 units were donated by the Department of Public Works and Highways (DPWH). These ensure that the people are safely monitored and are comfortable during their COVID-19 quarantine.
E - Economic Development and Support Programs
The construction of 2 public gyms and a 2-story multi-purpose hall supports activities. The new multi-purpose hall was in New Tanglag. And new government facilities were previously being developed in Suyang and Amlao.
With the development of the Bulanao Public Market, a better marketplace will soon rise. Transport terminals will be located in one place, and the facilities will be cleaner. The city government ensures a regulated rate to lessen the burden on stall owners. This market provides a convenient area for transportation and grocery shopping.

The leaking problems in the city hall, especially during rainy days, forced the repair of the city hall. Besides, the city hall needs to expand offices. Herein, It further accommodates the needs of our constituents. The renovation also includes a 3rd story addition to our iconic building.
With the completion of the new slaughterhouse, the city's meat can be transported and sold anywhere within the Philippines. The project was made possible with coordination from the National Meat Inspection Service (NMIS).
L - Local Tax and Revenue Generation
Through the initiative of Darwin Estrañero, three mall developers have started construction in the city. These will create more jobs and more revenue for Tabukeños.
In the city's central business district, the city government of Tabuk developed a road designed with parks along the area. You can see preserved trees, walkways for pedestrians, and a better parking area.
Surprisingly, the city government of Tabuk has increased the number of scholars when Engr. Darwin served as mayor. It dramatically increased to 2,949. These beneficiaries for financial assistance from the city's scholarship program received 5,000 pesos per semester.
These include 50,000 read-a-thon and 80,000 reading programs, 130,000 pesos in total. The city government of Tabuk allocated These for Dep-Ed's reading programs starting in 2021.

GRHCC started establishing reading centers in schools in Tabuk City in 2014 up to now and donating hundreds of books in each of its partner schools. GRHCC is not connected any LGUs. Mayor Darwin's administration budgeted a special fund for Learners with Special Education Needs (LSENs). To give them a chance to avail equal education opportunities. Tabuk city allocated 110,000 pesos for psychological diagnostic materials for the LSENs.

Around 1,500 employees have benefited from the 500 pesos cash incentives to be given monthly for 12 months. A total of 9,000,000 pesos cash will be given yearly since 2021.
The 104 schools of Tabuk received 624,000 pesos. Each of them was granted 6,000 per school.

81 CCTV cameras were set up around key areas in the city to monitor accidents and crimes. In addition, the government put up a command center to be manned by PNP, BFP, POSO, and CICT for faster response.
The 92 streetlights installed along the national highway from Ipil to Nambaran paved the way for safer travel at night.
Tabuk City invested 67.9 million pesos for the improvement of roads. Several barangays neglected long ago have concrete roads now making it easier for the community to travel.
BFP, as the partner in rescue operations, the mayor turned over rescue vehicles to the agency.
LEGISLATIVE HIGHLIGHTS
Engr. Darwin Cabrera Estrañero consistently served Tabuk City in his 3 terms of service as vice mayor with a 9 years legislative outstanding performance.
Unarguably, Engr. Darwin Cabrera Estrañero is a winner. It is not just on his academic performances and business skills but also as a leader as seen with this award.

During his term as Vice Mayor, Darwin regarded as one of the Top 4 on the National Local Legislative Award.
He also served as the President of the Vice Mayor's League of the Philippines - Kalinga Chapter.
He enacted forty three (43) ordinances as Vice Mayor.
He passed one thousand four (1,004) resolutions during his three (3) terms as Vice Mayor.
